Background:-
India has committed to achieving net zero by 2070, and Gujarat, as one of the country’s leading industrial and energy hubs, is central to this journey. Decarbonisation of the economy requires innovative mechanisms which align sustainable growth with financial viability. Carbon credits provide such an avenue by enabling industries to reduce emissions cost-effectively while attracting green investments. Globally, carbon markets are emerging as a critical tool to mobilize capital, incentivize low-carbon technologies, and create a sustainable pathway for industries to transition. Gujarat, with its proactive policy environment and industrial strength, is ideally positioned to lead in leveraging carbon credits to decarbonise its economy while ensuring competitiveness. 

Policy & Regulatory Framework :- 
Robust policies, clarity in market mechanisms, and alignment with international standards are essential to build trust and encourage participation in carbon credit markets. India has already launched the Carbon Credit Trading Scheme (CCTS) 2023, creating a framework for compliance and voluntary carbon markets. Gujarat can play a pioneering role by: 
 Establishing state-level mechanisms to integrate with national frameworks. 
 Encouraging industries to adopt clean technologies supported by carbon credits. 
 Building institutional capacity for verification, monitoring and trading. 

Infrastructure & Market Readiness:- 
To fully realize the benefits of carbon credits, Gujarat needs to strengthen its ecosystem: 
 MRV Systems: Accurate monitoring, reporting, and verification (MRV) of emissions. 
 Market Platforms: Transparent trading mechanisms linked to national and international markets. 
 Capacity Building: Training stakeholders, regulators and industries. 
 Green Finance Linkages: Leveraging carbon credits to unlock concessional financing and global climate funds. 

Global Experience & Challenges:-
Globally, carbon markets (EU ETS, California Cap-and-Trade, China’s ETS) have demonstrated the potential of carbon credits to drive decarbonisation. However, 

challenges include fluctuating credit prices, concerns over additionality, and risks of greenwashing. Gujarat can learn from these experiences to build a credible, transparent and scalable carbon market ecosystem.
